  • 3 russet potatoes

  • 1/4 cup red bell pepper (diced)

  • 2 cups precooked cornmeal
  • 2 cups water
  • 1 teaspoon cumin
  • 1 teaspoon paprika
  • Salt and pepper to taste
  • Vegetable oil for frying

Instructions

  1. Prepare the Filling: Cook the steak until browned; chop finely. In the same pan, cook diced potatoes until tender. Combine with onions, bell pepper, garlic, tomatoes, scallions, cilantro, mustard, hot sauce, vinegar, salt, and pepper in a mixing bowl.
  2. Make the Dough: Mix precooked cornmeal with water, salt, and chicken bouillon in a bowl until smooth. Let rest for 10 minutes.
  3. Assemble Empanadas: Roll dough into circles about ¼ inch thick. Place filling in the center, fold over to form half-moons, and seal edges tightly.
  4. Cook Empanadas: Fry in hot vegetable oil for about 3–5 minutes per side until golden brown or bake at 375°F for about 25 minutes.
